Early in her career, as the Director of National Policy and State Strategy for the Legal Action Center, a national non-profit law and policy firm, Jenny achieved several legislative victories, including significantly increasing federal funding for addiction treatment and bipartisan development of landmark criminal justice system reentry legislation, The Second Chance Act.  From 2000-2002, Jenny served as the Executive Director of the Maryland Drug Treatment Task Force and policy advisor to Lt. Governor Kathleen Kennedy Townsend.  During this time, she led a citizen-driven review of Maryland’s addiction treatment system that resulted in improved policies and increased funding for addiction treatment in Maryland.
