Carla-Howard
Carla Howard is the President and CEO of the Carla-Michelle (C-M) Business Development Solutions. C-M is a full service business development firm that assists its clients with cradle to grave government contracting solutions.
Prior to establishing C-M, Howard was the Director of Business Operations for ARDX, a contractor instrumental in implementing the Affordable Care Act nationwide. Before her tenure at ARDX, Howard worked at the U.S. Department of Transportation (DOT)as Manager of the White House Women and Girls in Transportation Initiative and the Regional Assistance Division responsible for overseeing the 12 Small Business Transportation Centers across the country charged with assisting businesses to obtain federal transportation contracts.
Before joining the DOT, Howard was the Small Business Manager for Skanska U.S.A Civil Southeast, the 14th largest contractor in the world. Prior to Skanska, Howard was the Small Business Manager for the City of Norfolk, Department of Economic Development. Howard also has prior federal government experience as a Contract Specialist and Six Sigma Black Belt with the Departments of Navy, Army, and Defense Logistics Agency. She has also worked at NASA, the U.S. Department of Energy, the U.S. Senate, and Virginia State Senate.
